Write some Software

I use an online service to do trivia shows. There is an option to write my own questions using their software, except you can only do it online. I want an online solution that creates the xml file. I have attached a raw xml file that shows the parameters including photos. I will need the ability to upload a jpg photo to each questions should I choose to. You will also note there are three different types of questions, letters, multiple choice (A-F) and numbers. Will await your response.
