XLS to XML converter - preferably PHP with Web Interface.

Looking for experienced programmer to develop a tool/converter that would convert XLS (or possibly extracted TXT) to XML based on a template file. I'd like a simple web interface where a user would browse for file and upload for conversion. Ideally the resulting files (2 to 31) would be uploaded to an FTP server but this could be discussed. The way I see it, this would reside in its own folder of a website. In a separate secure sub-folder, with no access permissions for end user via web interface, would be txt (or similar format) file specifying the template for MASTER and HOUSE files along with config file for FTP and file naming convention. The reason I want these as 'template' files is because I need to be able to modify them if the data location changes on the excel spreadsheet above row 25. I have provided herewith PDF copies of templates along with a sample ‘input file’ to be converted. Upon picking a winner, I will provide better files via email. The end-user (me) will simply access the UI and browse for a file, once picked and uploaded the converter will display some sort of confirmation how many files were created and upload the files to an FTP server. Copies of the converted files will be stored in a separate folder with name of the folder based on date of conversion. I can include a random string in excel so that no stranger can upload/convert any files, the program would have to look for this value in the excel before performing conversion; have other suggestions like simple user/password combination I’m all ears. Take a look at the template; values are picked from cells specified enclosed by single quote (example ‘C8’). Whenever there is simply text, that is to be included. When only a letter is shown (example ‘Q’) data is picked from the Q column starting at row 25. Each conversion will include one MASTER and one or more (up to 30, row 54) HOUSE files. It stops when the word END is reached in B10 cell or even better if B10 is simply empty. In the example included 1 MASTER and 9 HOUSE files in XML format will be uploaded to FTP and saved to processed folder. XML files will be named with the following convention; these name elements are also pulled from Excel file unless you have a better idea on how to achieve it. The file convention schema should also be saved as some sort of template so I can change it a bit. Ideally the more parameters I can change in a template saved on the server the better.
