write me a function to compare two IP Cidr list

I want you write two function for me in python. first: a function that take a sqlite table column which contain ip network address + cidr (x.x.x.x/x) and compare against a file that contain ip network address + cidr (x.x.x.x/x). the function return a file and list ip network addresses that was same like in text file from sqlite table. second: write a function that take a column of sqlite table contain address + cidr (x.x.x.x/x) and list the unique address + cidr (x.x.x.x/x) in a file. the problem here is a network is subnet from /24 to /25/, /26/, 27.... you function should look if this /25/, /26/, 27.... are belong to this /24, then return the least specific subnet in list in this case /24
