Hi, your project description is not clear. What you mean by "monitor water". Do you want to monitor the level, the temperature, the volumetric flow rate, the acidity... What kind of program do you need? A simple program the will display one number in real time, or an elaborated program that will show graphical view of different parameters. And on what device that program will run: Windows, Mac, Linux, Android, iOS, custom IoT device...?
