Although your project shows an hourly rate, English - Japanese translations are usually paid per word, not by the hour. This is also better for both the client as a total fee can be agreed upon in advance. Patent applications tend to have a bit more complex text than regular translations of letters and business correspondence, and the best rate I can offer you is 22 Euro cent per word (which includes Freelance's rate which we need to pay to them).
