Website Clone - Graphic Work - Nothing complex - no text, just design and set-up

Hello -- I need a website with the look and feel of [login to view URL] Top Graphic / logo needs to be "The Law Office of Brian Higbie We Can Do It … There Is a Way" Top and bottom navigation will be to static pages -- Home - Overview - Practice Areas - Ask Brian - Recent Cases - Resource Links - Contact Us - Spanish (the Spanish link will direct to [login to view URL] -- which will be a clone of the English site) Where the section titled "Whats New" -- that will be "Ask Brian" -- not sure the best way to do it, but I want that to be editable easily edited and added to by the lawyers office - maybe a WP format or php -- we can discuss the best and easiest way to accomplish that. This section will have a place for the user to submit questions and a place for Brian to answer select questions and or add articles/comments/links to other sites/ "Quick Contact" on every page. I will do the actual site text, you will do the design, graphics and functions -- have everything "work". JOB TYPE: I don't know what kind of programming you want to use - but it must be easy to use. We have a Cpanel server and MySQL with PHP installed. OPEN BID PROJECT - Try to keep it within my budget but if you feel it would cost a little more, don't hesitate to be detailed in a PM about what you plan on doing and why your price is higher. I will read everyones PM but will be leaning towards awarding this job to those bidding within my budget range which is $100 -$300! ADMINISTRATION: A full admin should be made to allow myself or someone else control of adding, deleting or editing any questions and answers - in the "Ask Brian" section. I'd like to select a bidder by tomorrow and the work completed by the end of the week, so keep that in mind when submitting a bid.
