Can not get a Wordpress Plugin to work.

I have Easy Digital Downloads installed on our server as well as the Software Licensing plugin. The Software Licensing Plugin comes with a sample plugin that supposed to when purchased from our site and installed on a remote server do the following:
1: Activate the License
2: If updates are available, notify the customer.
I can not get it to work.
If someone can tell me what I am doing wrong that would be greatly appreciated.
