Whatsapp Similar Application for Android/iOS with Google App Engine server side

I need an app similar to Whatsapp for Android and iOS. But the server side should be built on Google App Engine.
The development will follow a certain defined order thats prepared by me. Payments will be done in stages. No milestones will be created for any stage. Payment will be made for each stage only when that stage is completed by you and tested by the client, and only when the client is happy with it.
For each stage, you will have to write a well documented readme, and thoroughly comment the code.
Whoever bids $750 or less will be hired right away.
I am assuming one app will take $500 to make on one platform (Android or iOS), and then it will cost another $250 to replicate it on the other platform.
