translate one paragraph of English into your language
a limited lexicon will be necessary, but is not the focus
write an introduction about the society/species and environment in which your language is used
probably make it an a posteriori conlang (a constructed language based on an existing language), not an a priori conlang (invented completely out of nothing, ex nihilo), but you could also consider making it a creole based on an existing and an invented language
start from a plausible (but interesting) inventory of phonemes for your language; e.g., have at least one vowel or a very good reason for not needing vowels, like the language never being transmitted via sound (use an IPA chart of phonemes of all languages, an internet search will give you hundreds of copies)
add a plausible (but interesting) set of phonological rules (assimilation and others)
think about the syllable structure for your language (phonotactics)
add an inflectional morphology, possibly also a sketch of derivational morphology
play with ideas, investigate existing languages (use [login to view URL] and wikipedia as Peterson suggests)
if you like, make it weird, like having different phonological rules for different members of the society
