Autocad drafting sketches - redlines

I need someone good in Autocad, who can translate sketches to Autocad drawings, trace PDF, have some Architecture knowldge of section elevation plans.
My Budget is 3$/hr not more not less, it's a continuous job of 10 - 15 hours per week
Payments will be weekly
