setup windows hello to work with fingerprint or face recognition

I can't seem to get windows hello login to work on windows 10. I keep setting up the fingerprint and face recognition but when I lock the computer it doesn't give me the option to login with those methods, it keeps using only the password. I need someone to remote in and figure out what is wrong and fix it. Device manager shows no driver issues and internet searches have not helped. The fingerprint worked great on windows 7 and the face recognition is using a xbox one kinect which are both recognized by windows 10 so I don't think this is a hardware issue, there's something in windows 10 that is not setup right.
Please only bid if you have good reviews and I will only pay the freelancer when I am 100% satisfied that they have fixed the issue.
