Rebuild Joomla site in WordPress

I have an existing website built using Joomla. This has been a side project and the site has not been updated consistently which is now resulting in glitches and problems. I am seeking two options, 1) have the site rebuilt in Joomla which I have posted in another post and 2) Have the site recreated in WordPress. I am not a developer, but have tried to make clear notes on what is expected as well as providing a link to the existing site for an example. Please note the existing site is not fully functioning which is why I am posting this project. Before bidding on this project please make sure you understand completely the functionality I am requesting.
