Write an Android app to track mood

The app portal will have login. When a user log-in, it will ask him for a number between 0-9 what is his mood and he can add a comment. This number will be stored in a server DB to be tracked.
The user will have the option to see the graph of how the mood changed over the recorded history. The graph will have a single point for every day. If there are several recording, it will take only the last one.
The administrator will have access to the website with the DB, with the option to download the complete DB (of all the users) as an excel file.
THE OFFER MUST INCLUDE:
DB hosting service , preferably Google Cloud or Amazon AWS.
