Web Based GPS Tracking & Fleet Management Software

I am looking for some one who can develop a complete web based GPS tracking solution for me with a perfect [url removed, login to view] solution is needed including followings

1. Server side application to receive data from tracker and save into database so that can be processed on web application,should be able to process all the alerts,can communicate with tracker to execute configuration commands over GPRS.(Multiple protocols)

2. Web Based Software

I have attached a file of all the features i require in web based software.
