Write a service application that will run on Windows Server 2012 and watch a directory for new files that appear. When a file appears and it is no longer in use, call an existing command line utility (already written) to convert it from a vector PDF to a raster PDF. Then call a PowerShell script (already written) to copy it to SharePoint and finally delete the file. This service application must start automatically whenever the server is rebooted. You will send me the source code and compiled code and I will test it. It is critically important that your program does not try to process the file through the pdf conversion program until it has completed being written by the process that is creating it.
To clarify the order of operation. Some process (FTP or copying from another directory) will create the file and begin writing to it in the target directory that you are watching. You should wait until THAT is complete, then call the pdf converter, then call the powershell script. I will test your code solution by holding the file open for write for several minutes and making sure your program behaves properly.
Of course the title should say Windows Server 2012, not 2013.
