WAV Audio Editor - simple

This project is to create a simple tool for recording, playing back and editing WAV audio files. This is really much simpler than it sounds. Nearly everything is available in the public domain, which reduces the work down to an integration exercise. For file access “libsndfile?? provides all file input/output functionality and data type conversion. For sound card interface there is “WaveAudio??, a very complete Delphi interface to sound cards. It will need to be extended to deal with 24-bit sound cards and 96 KHz sampling. An FFT and inverse FFT routine will be provided and all you will need to do with this is hook these two routines in so they are properly called. A graph display component will be provided, which you will integrate into the GUI. The GUI will be fairly simple, featuring a graph display, floating toolbars and dialog boxes where needed. Buffer management will be a major part of the new code to be written. Buffer management will need to keep track of where in the (large) file we are working, keep track of changes for undo purposes and create additional buffers for specific functions when required.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
