Custom Silverlight Install/Deployment script

Hi,
I would like a custom install/deployment script for the silverlight installer for [[url removed, login to view]][1].
When users visit the site they are scared to install silverlight or dont know how to. I want to use a more informative graphic and a better way to make them know they must install Silverlight. Also I want to put the graphic and installer on my server.
I want a content box to pop up like
<[url removed, login to view]>
or
<[url removed, login to view]>
which will tell them with an informative image to install silverlight. After the install it will not pop up again. It can use [url removed, login to view] to determine if silverlight is installed, but i want to put the [url removed, login to view] on my own server.
My designer is working on an image, which is the same size as the attached.
Can you give me a quote? I need this work done quickly. Attached is a more informative and bigger graphic, that I am going to change to fit my site. (I am using Windows 2008 Server and IIS 7)
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the worker's Worker Legal Agreement).
