80797 URL Rotator

I am running a advertising co-op for my affiliates. I need a simple interface that would allow me to enter individual referral urls and have clicks rotated equally (i.e. not randomly) among all the URLs entered and count how many times a particular page has been displayed. I would like to be able to add/delete urls at will via a web-based interface or via a text file or possibly mysql database. The script would simply work like this: I send all the traffic to one url, which in turn will refresh the traffic to the next URL in line due to receive a click. This could be via a meta refresh in the head of the page.
