How to block ip addresses inside a LAN from accessing the internet

Hi
I would like to know if there is any way to block an Ip addresses from inside a LAN, this Ip address could be from any equipment.
In what programming language could it be done, I prefer VB.NET or VB 6.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
