Improve existing site - FLASH

An existing website should be re-designed and re-created to make it nicer. The project was posted early december already, but the coder stopped working on it due to time problems. Next, it was posted early January and the new coder again did not deliver. I'm looking for someone who can create the site from scratch again with the same or better functionality and design. Attached requirements include: - The original requirements - The latest enhancement requirements The original site is: [url removed, login to view] and the new site that is developed by the previous coder is [url removed, login to view] Also the Admin piece has been developed for a large part already ([url removed, login to view] login with admin and pass123) All source files for both the old and the new sites can and will be provided. Please submit your ideas on how you can improve this site. NOTE: THIS IS A FLASH SITES, so please do not bid if you do not have FLASH experience. The idea is to continue the work that the first coder didn't finish and possibly improve it. Also, PLEASE READ THE ATTACHMENT before bidding since these are the requirements!
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
4) All source files (Flash, PHP, Html, PSD, etc), both code and graphics, will be handed over to the buyer at the end of the project and are fully property of the buyer
