Wordpress dynamic HTML5 mp3 player that works sitewide like on [login to view URL]

Greetings,

I'm looking for a Wordpress/phpmysql developer to build an html5 mp3 player that works with any Wordpress website and does not reload when surfing through the rest of the site.

This way the music keeps on playing no matter the page that the user is browsing.

In addition, Wordpress posts and page links should be able to dynamically control the mp3 player to change the song that is currently playing.

Must work in IE, Firefox and Webkit browsers.

The player that I would like to clone is the one on the top of this site. I do not need the sound visual though unless you know how to do it:

As you can see the player does not reload or stop the music when surfing the rest of the site and you can change the song that is playing by clicking any playlist button in the body of the site.

To accomplish this I will also need to be able to upload mp3 files through a WordPress control module and store the files in a specified directory. The control panel needs to include a form with the following fields to save with each mp3 file (Name, Album, Thumbnail url, Buy now url, Tags).

Please suggest your best way to accomplish this project and cost.
