CF7 Dutch Postcode validation

I want a Wordpress plugin with a API I have which could be used. It has to be a plugin because it’s for new websites that has to be built yet. I want that if a user fills in their postcode, housenumber and (if presence:) housenumber suffix in three different CF7 textfields (I think it’s best via custom shortcodes which can be selected via the form-tags), the postcode gets validated by the API and when its valid, it will enter the street and city in the street and city fields. So it's address validation by postcode.
When the address is not valid, I want an error message saying the address couldn't be validated, BUT (optional via settings page) the user still can continue submitting the form. One the same settings page I want to enter the API code and want to have the option to change the validation error message(s).
Also the accepted input of the postcode textfield has to be: 0000XX or 0000 XX.
When a user enters with lowercase characters, they has to be transformed automatically to uppercase. For the postcode field and house number field only digits are accepted.

The css style of the fields has to be adaptable for the end user via normal css styling but has to be no style from scratch (just like CF7 it has to be non-styled).
Also very important: to what extend possible, the plugin has to be feature Wordpress and CF7 versions proof.
