PHP Script To Add Users To My Site

My site uses Vanguard ([login to view URL]) which uses PHP/Lavarell, to manage its users.
I need a simple backend PHP script to do the following:
Extract the first name, last name and email address for a list of users in a CSV file
Create an account for the user using the Vanguard API if the email address doesn't already exist
Return a 0, 1 or 2 for each user depending on whether the account creation:
0 - failed
1 - succeeded
2 - account already exists
That's it!
