Write script to conver ip range to ip list

Hello.
I want you to write simple script in PHP that will convert range(s) of IP addresses to the list of IP addresses.
In case if some list range contain all IPs from subnetwork it should be collapsed to 3 numbers only

10.217.5. - all IP addresses starting with 10.217.5
10.1 - all IP addresses starting with 10.1, 10.10, 10.100
10.1. - all IP addresses starting with 10.1
Input field should be text area and I want to put unlimited number of ip ranges. It should be on the left side of the screen.
Output field should be text area as well and should be placed on the same page on the right side of the screen.
Only one button "Convert' must be on the form.
