Looking for a simple ML custom loss function using TensorFlow Keras

I am looking for a data scientist to create a custom loss function in Python and Tensorflow 2 (Keras Sequential), this should be straightforward for someone who knows what they're doing.
The input is sequential numeric, I would like the custom loss function such that for y[-1] (previous actual value), y (next actual value) and yhat (next predicted value based on previous values):
- if y[-1] < y < yhat, loss = 1
- if y[-1] > y > yhat, loss = -1
- else, loss = 10
Print out all 3 values.
Note, input tensor should be a sequential numeric series of specific window size, y[-1] is the last value in the series.
