3CX Call Flow designer needed

We need someone who can design us a custom call flow. It should look in a TXT file for a list of names and phones numbers. Lines starting in # are ignored.
We would have a virtual extension that feeds into this flow. For each phone number in the file it should call, ask the person to press a key (to determine we have a real person on the line and not voicemail) then transfer the call to that person. If no key is pressed, it would go on to the second phone number and do a test. If it reaches the end of the list it should fallback to a single phone number and let it go to the cellphone's email.
