I am looking for a website to be created that will be a reverse auction site based on DotNetNuke. I have quite specific requirements and I am not looking for a generic site. All code needs to be provided and ownership rights transfered to me.
The site should be able to be used on a mobile device / iPhone / Android

I will walk through this now.
Main page with only Overview / Contact /Register and Login visible to non members
Registration page will take basic registration details, email sent to the user and on first login, the mandatory fields (Yellow in map) will be populated.
The fields marked in Pink are Administration fields
The fields marked in Orange are optional fields
Once registered, the user is able to access the Quotes / Bids sections depending on whether they chose to be a Buyer or a seller when registering
The Quote section has the ability to Create a quote, Look at active quotes and do some admin on quotes.
Once a quote has been requested, the administrators of the site should receive notification and need to approve it. Once approved, all people registered as buyers in the Sector defined in the quotation should be mailed.
The Seller can then login and view the quotation in the bid section but can only see the restricted fields. They then can submit a bid which also needs to be validated by an administrator before being presented to the buyer.
Once the 'Quoteby' time has been reached on the Quotation, the process ends and no further bids can be placed. At that time the buyer needs to make a decision using Quote Admin.
