Bring me IT projects

We are a software consultancy company and I want to hire someone who can bid on projects on sites like freelancer and bring me projects. I am looking to hire a full time professional. Will give percentage of total product cost as well as regular salary. He must have excellent communication skills, prior experience of winning project will be a huge plus.
