Making API calls fastest from Windows Dedicated Server to Android APP

We have our website up and running in [login to view URL] C# into Rackspace Dedicated server. We are updating our API parameters into postmark. When first time, we make any call it has 12000+MS or less sometimes. When we call again it reduce the MS to 1000 or less. We are using OWIN login system which provided by the Microsoft default. I've also contacted Rackspace dedicated customer service. They are unable to help me with this because it is not rackspace cloud. Can you please help me with this We are developing an app over android and we don't want to keep different database for both. We want to keep our user flexible. If they have logged from our app or website it should be same. Share your experience, If you have solution for this problem. Thanks, Harry
