Asp.net Drag and Drop items Page

Need a single page built in ASP.net (No MVC or Bootstrap). Requirements: 1)There has to be two drag and drop lists 1) Sequenced planogram 2) Unsequenced planogram 2) Items and can dragged from one list to the other. 3) In sequenced list if an item is dragged and dropped higher in the list the number should change according to the position taken. 4) Need ability to keep track of all these changes so that when user hits update a sql query and executed to update items that move between lists and the reordering in sequenced list. 5) Unsequenced list will load on load of the form but Sequenced will be driven from the selected value of the selected break dropdown list so if user drags and drop items between lists and tries to change the selected value of the drop down with hitting the update button the user should be alerted.
