Joomla specialist required with responsive css skills

I have a partially finished Joomla website and require some editing of the template before adding all the content. Some of the changes proved too difficult for my previous freelancer, so please don't bid unless you are very good with CSS, Javascript and Graphic design. SEO is also a big advantage as it will be ongoing work if the the bidder can do SEO as well. However, SEO will be discussed once all content is ready. Please note that this website is using responsive CSS and I require someone who is very good with this kind of work. Currently some content does not display properly at different resolutions and some changes will need to be made to the CSS. The work in progress can be viewed in this subfolder: [login to view URL] Once the website is complete, it will replace the current website: [login to view URL] Some of the key changes I require are listed below: 1) Background removal of DSC_04821 (1).jpg on home page. Then add graphical text to the image (I will be more specific when someone wins the bid) 2) clean up redundant html. For example, when css is disabled, there is a lot of text and info that shouldn't be appearing on the website. For example the testimonials show up on the home page with css disabled. 3) The map on the homepage needs to be edited to highlight the suburbs we service. Not just a radius circle. I would like something similar to [login to view URL] (But only one boundary). I would also like to make minor changes like disabling the scroll wheel zoom on the mouse (I know google maps has some code you can add to the map to disable this). 4) Currently some content does not display properly at different resolutions and some changes will need to be made to the responsive CSS. 5) So far the home/about/our team/testimonials/service area pages are almost complete (except for a few minor changes). I would like to continue with similar changes for the rest of the pages. I will supply detailed descriptions of what needs to be done including content and images. 6) I would like to work on the onsite SEO. This is not essential and I may source a different freelancer to do this if I cant find one that can do everything 7) rename pages, images etc for seo 8) redirect old pages using htaccess to keep PR 9) Migrate website 10) Finally I will work on offsite SEO The main keywords for this website are: - antenna installation brisbane - TV wall mounting brisbane - data cabling brisbane - phone installation brisbane - satellite installation brisbane - home theatre installation brisbane There is lots of work to do which I haven't mentioned, but these are the most difficult things.
