Create 2 Strongswan VPN networks on Ubuntu 18.04

I have connect my mobile apps to a partner's private network. They require me to have 2 VPNs one for test and one for production. They gave me specs for their VPN and want specs for mine. I have already set up two Ubuntu droplets on Digital Ocean, tried to setup Strongswan VPN using this tutorial but my windows machine is always being blocked, i dont have strong knowledge in Network administration, hence decided to hire someone else for the Job. What i want is to have a VPN from which my Apps will comunicate to the partners private network.
