FastCGI C#

small script that is in PHP to be rewritten into C so it can be compiled on a linux machine to run it via the fastcgi interface. Currently the php script is in use with Apache. We want to change to a different HTTP Daemon (Nginx or Cherokee). Basicly it is doing the following 1) get query string 2) get remote_addr (ip) 3) resolve IP via Maxmind GeoIp Lite API (they have a C# API too) 4) trying an insert into a mysql database 5) if failed it will do an update instead. 6) then it will serve an file with Header("Content-Type: application/octet-stream"); Header("Content-Length: ".filesize($file)); and then the content. (both of this values into the header are important). As we are having a resource bottleneck we are looking forward to have this code urgently. PHP code can be provided before work is started. So generally this softwares key elements are : - getting of enviourment variables from webserver - GeoIP resolving - Mysql Database - output of binary file with specific headers help with setup on webserver would be appreciated

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
