Functional Specification & Implementation Specification for website for a company that does outsourcing

I'm looking to hire an analyst who will create a functional specification and an implementation specification for a company that does outsourcing. I'm looking for someone who will be creative enough to think of and include all the features that will need to be included in an app and also someone who will be able to keep the app simple - I don't want the end application to be bloated with unnecessary features but I want it to be simple and to just work. Here is how the website should work: - Users of the website should be able to create accounts. They should also be able to login and sign up using Facebook. They will only be able to access the services the website offers while they are logged in - A visitor who want a job to be done for them should select the job they want done from a listing of jobs. Depending on the category they select, they should also be able to select a second subcategory and a third. When they have done so, they should give more details about they job they want done. - For some jobs, this 'details' area will be pre-populated so they will be able to select a price which is pre-populated - If the details area is not pre-populated, the user will be able to offer a price in the price column - After that the job is created an it goes into a negotiation stage. In the negotiation stage, the price will have to be approved by the administrator (from the backend) before the goes into the 'in-progress' stage. Both the visitor and the administrator will be able to see which stage a job is in. Finally, when someone from the outsourcing company has completed the job, it then moves to the completed stage. - Users should also be able to make payments for milestones completed for a job once it gets in the 'in-progress' stage. I know my description is very vague so please only bid if you are able to add flesh to it. Feel free to ask any questions before you bid, I'd be happy to help. This project will only have two milestones. The first milestone is the Functional Spec and the second is the Implementation Spec. I will expect the winning bidder to complete a Functional Spec which we both agree on before I pay 50% of the bid amount. The rest will be paid out when the complete the Implementation spec. The winner should only start on the Functional Spec when the implementation spec is complete and agreed on.
