Cloud Portal - Web UI Front end Project

The project is about designing and managing UI / UX web portal of client ( web port lets system ) and modifying or writing small java programs to the existing source code. At one stage there may be a scope to write java coding based on existing PHP source code ( reference ). It is mostly front end web portal and portlets technology. The Web cloud portal is a facilitator for users/customers make ORDERS through web portal FORMS requesting for provision of virtual space on clients virtual machine ( virtual memory allocation for their physical devices or arrays on cloud ). The client will provide services to customers to convert or copy their ( customers ) data on devices like VNX, VPlex, NetApp ( Physical Arrays / Devices) into Virtual pools. The core technologies used in developing this web portal are EXT JS, Javascript, Maven, Life Ray , JIRA, GIT , JSP, SOAP or REST, API, Spring MVC, MySQL, PHP, Jenkins etc The environment at client side have EM 7 Server, Navcahe as data base, VCD ( Virtual cloud director ) to manage. Tools used are eclipse juno for development and Vipr SRM for reporting etc The free lancer must be good at Project implementation, Error tracking, bug fixing, resolving ticketing issues, logs, debugging, deployment and integration tasks. VPN access is there. I am looking for a free lancer who knows the above technologies . For this Iam sparing max to a budget of 400$ per month if the work is through out the month. Sometimes, I need free lancer only on the days work is allotted and unmanageable. So this is the deal.... for every successful completion of task for that day , I can give him 20$ per day ( US ) or 1000 Rs per task/day ( India ). If the work is throughout complete month then I can give freelancer 400$ per month ( US ) or 20000 Rs per month on successful completions of daily tasks for a month I need freelancer to do my work any time during 5: 30 pm to 8:30 pm CST ( Central Time ) according to his comfort and my comfort. If he is from India, in IST timings it is 4 AM to 7AM preferable timings to do my work.
