Email Routing for WordPress Gravity Forms Contact Plugin

Hello, We need to route contact form submissions (using Gravity Forms plugin for Word Press) to different emails, depending on the zipcode that is entered in the form. We are currently routing by State with a hook (attached php file), but this doesn't seem to be scalable to handle zipcodes. I was thinking SQL would be better, preferably with something on the wordpress admin side where we could upload a CSV with two columns for zipcode and email address. If building the admin side backend is too much work, I'm also fine with using phpmyadmin to import a CSV file into whatever table. Ideally, I'd like this done by Monday.
