I am a Computer Vision researcher at Cornell University and my work revolves around representation learning. This seems like a problem that could possibly be solved by the neural network architecture. Converting from image to OCR is easy using tesseract, but you will need an experienced person to create a model that identifies handwriting to person. This is essentially a hard Vision problem and it will take more than just throwing a basic CNN at it. Let me know if interested.

Hi ... I have done project similar - recognize handwritten text, convert it into digital format, and help sensor automatically placed those letters and small parcels to their respective regional belts - for Pakistan Post. The challenge was multiple, as not only to recognize characters in English language but also in Urdu (national language of Pakistan). Developed the engine which, with very high degree of accuracy, translated hand-writings. Therefore I feel very confident that I can do this job within bid specifics.
