Build me a Visual basic windows form application about storing items

I want someone do it for me as i don't have enough time to do it myself, very easy job simple Visual basic windows form application reading and writing csv format file about storing items and sending report to other ERP in data text file with CSV format. I have a small storage with some items very standard master data in csv ( , separator) structure but I call file extension .amd (a master data) included; Article number (primary key) Patch number(primary key) Article name Storage or Line number (L00 to L99) L00 when item information is in data file but not in stock. Compartment number Shelf number Inventory at storage location FIFO identifier (active =1 not active =0) first item in stock go out first Container size Minimum inventory Compartment depth number Date of storage (STM) Time of storage Date of inventory Time of inventory Inventory difference Inventory quantity Lending status (TM, FM, LM) Special data field H01 - H25 (operator should be able to add them later in data text file) I have called this database text file [login to view URL] operator should be able to add Articles in to this test file via bar-code scanner with article numbers and if item has patch number should ask for patch number with bar-code scanner. if data is not available in the database operator should be able to type information in each field. after finished data entry application should export data to a target folder which has been set in the setting of application. application should keep all data and also monitor outbox folder inside the server (windows share folder) and look for update file called JOURNAL , every time we try to search or view data application should create and send a text file request to this inbox folder to get latest update from one line inside "Read opjournal JOURNAL" file extension should be .req. I will continue work with the developer if the price is right and the code is nice and clean. this is just start of a good long project.
