PLC has different communication protocol. It totally depends on what plc you are using. "works on ANY plc" isnt correct term. Please specify what communication protocols and get back to me. thanks,

Anyone telling you they can do this is lying. Most big scada manufacturers can’t connect to “every” type of plc and they spend millions of dollars. You need to be more specific on what plc’s you want to connect to. Also an opc server would be the easiest way but not all plc’s can connect to an opc server

What are you actually trying to do? Is this a REAL specific project or is this a HYPOTHETICAL student project? In 2017 I worked on a water treatment plant where the main PLC was accessible from a smartphone. In that plant I did the 6 slave PLCs and another programmer did the main PLC. In that task he used a specific SCADA platform that had a webserver built in that was accessible from his phone. So part of what you describe is available off the shelf. I will not commit to any project where I don't know what the actual outcome is clearly defined. What are you actually trying to do?
