Restaurant listing website

I am looking to get a website just like www.kansascitymenus.com. Similar layout but different graphics so we don't look exactly the same. My website will function exactly the same, restaurants will be able to login and create their profile and list their menus and information. I would like to be able to add restaurants from the admin as well. This project will cover Phase 1 of the website which is basically the whole website but minus some small features that are not needed to launch. This Phase 1 needs to be completed before December 1st so we can launch. I do not want a quick cheap website. I really need this website to be of great quality and functioning with no errors. I will need to see multiple design options to choose from before the programming begins. I have attached a detailed outline which describes exactly how [login to view URL] works and how I want my site to work. I will need more advertisement space on the home page though. Happy bidding!
