System Architecture and Needs Assessment for Website

Please ONLY bid on project if you have experience System and Software Architecture. We have a client that needs the development of a new product idea put into a system architecture that allows the following: Online Map, Tabular, Basic Queries and Reports that is on a webserver which allows access from: iOS and Android Smartphone Applications, Desktop Access from ArcGIS 10.2.2 as well as QGIS, accessibility via smartphone to webpage. Secure logon to web page (and data) via all methods. Ability to Edit Geospatial Data on webserver from desktop and mobile access - not from the APP (the app is intended to allow review of reports/pre-existing maps and print off reports). Multiple & Different Client logon with varied employees of each client - each client has own and different data sets. GIS Data sets for each client can be loaded by admin of webserver and database locally, not by client. Client can export ALL own data and download. Client can edit and add to existing data sets, but not add new ones. Ability to have a subscription service to manage Clients with space and Maintenance fees to use logon. Local Admin should have panel to manage users/clients etc. Back up contingency to alternate cloud location and external connected device. Open Source can certainly be considered. Customization to a limit can be considered. Software to be used for WebServer/Page is based on your recommendation. Software to be used for creating professional reporting is also based on your recommendations. These reports will pull tabular data from data base, as well as map images, existing land information ( may be pdf or jpg ) and may connect to another web page to pull information to add to the report. Google Maps/Earth may be used as backdrop for some of the layout maps. GIS Data Geometry shown on webserver / website will ONLY be land parcel information. Identify if an ETL process is needed to create and manage data and create strategy needed to make reports and data link via varied data sources. When identifying software and hardware, please provide as much detail as possible to the types, names, versions, reasons why the product should be used over another, and the capabilities, etc. You will provide a drawing (jpg/png/pdf) of the architecture as well as the connections (how the connections are meant to work and that they are confirmed working in other projects) as well as a document that outlines the capabilities, database to be used (reason why it should be used) complete needs (includes hardware and software) , operating system to be leveraged (linux, windows, other) as well as what can and can not be customized through configuration, code or other manner. Basically, this document will easily be understood by semi-technical people and allow them to understand what is needed to complete their request / idea. Please note that this is ONLY for the framework document of the System Architecture and not the actual project. The Architecture will help the project get off the ground. Once the project goes live, the selected freelancer of this system architecture will be contacted and a negotiated price for a consulting role in for the completion of the physical project.
