Tablet menu for restaurants

I am looking for a team to help me design and implement a digital menu app for an restaurant The app should work on tablets, both IOS and Android. The system is a digital menu where you can create a menu and show it on tablets. The framework has two segments. A web based control panel (admin panel) for the users and a tablet application that displays the menu. Any change the user make on their control panel and saved is published to the connected tablets by pressing a “Publish” button The web based control panel will allow the users to control all aspects of their menus, from design, items, pricing, languages, feedback forms, orders, app configuration and app integrations. And additional Admin panel will allow me to control the overall aspect of the platform, like : user management and reports, subscription reports, payment reports, user reports, SEO, Invoices, Venue Reports, Help Center, Payment plans and Gateways. The system should have all the main functions added as plugins for easier upgrades, integrations, and add-ons The IOS and Android apps will be installed on the tablets and linked with the account. Once linked it will display the menus as designed and configured in the admin panel. Internet connection is not mandatory for the tablets to operate as all images, videos, items ,product description and settings are saved offline on the device. However, in order to update the above-mentioned information an active internet connection will be required. When changes are made to the admin panel for them to reflect on the device those changes have to be published through a "Publish" function. Once that is done, all the new information is sent to all the connected devices.
