I have extensive experience in Hadoop ecosystem, big data storage and processing systems like Spark, HBase, Cassandra etc. From the problem statement, it appears that you want to do something similar to what Apache Nutch project is meant for. Apache Nutch can do large scale web crawling, parsing and indexing. The current problem statement looks like a subset of it where we don't want to do additional crawling after parsing and indexing the given 10 million URLs.
