Staffing/Recruiting Business Consulting - Startup Launch

In search of a business consultant with extensive experience in the Recruiting/Staffing industry with knowledge of creating or expanding a startup from scratch. Must have experience and knowledge in Sales/Business Development process in pitching, selling services to & onboarding new client companies; obtaining job orders, and how to operate a staffing firm. Must be able to consult with CEO providing step-by-step direction regarding proper setup in business operations, procedures, and processes. I own a nationwide recruiting and job referral firm. We do Job Referral and Independent Recruiting Services. Currently, we only provide recruiting services in which we partner with other independent recruiters and account managers to fill their jobs with qualified candidates, for a commission split. We find the candidates and present them to other recruiters or account managers who own the accounts. We do not do any business development to obtain job orders. We have been working with others who have the clients/contracts with companies. We are now ready to add Business Development, wanting to own our own job orders/accounts. We will be hiring independent 1099 Business Development/Account Executives whose sole job would be to secure client companies/job orders under our company name, so that my company owns the client deal. I do not need your help in hiring. I need your help in creating the process, margins, documents, and understand this process and design how my company should operate. We will hire independent recruiters, as well to support recruiting efforts. I need a consultant to advise on adding Business Development, Develop Operational Process, and provide any sample documents/contracts needed. You will consult us in launching this appropriately. I only anticipate needing a couple phone conferences for consulting and you will provide the operation plan, which you will provide a business operational plan.
