If you give me the table name and the fields I can give you an executable program (DEMO) that takes the data file and gives you a correctly formed MySQL command.
(DEMO for windows, Delphi).
About experience I must point out that I manage my own server with Maria-Db (previously with MySQL).

I propose
make an executable in java
where we would pass the data file as a parameter
this executable would read the connection properties of another file
the process would be to read each line of the file and send it to the corresponding table.
This I had already done, reading data from a file with java and sending it to the database
