PGW2200 and AS5350 troubleshooting of configuration

We have working PGW2200 in nailed/signalling mode and I try to remove one E1 line from its configuration. During import of file – controllers on CiscoAS5350 are shutdown as recommended by Cisco. I import trunks file with new CICs and it seems to complete OK , ( I get COMPLD "files:WARNING: All existing bearer channels have been replaced with the ones in the imported file." ) . But when I try to deploy the configuration via prov-cpy: command I am getting following error: "MGC-01 - Media Gateway Controller 2014-01-05 14:27:36.500 EET M DENY SROF "PROV-CPY: Validation of data files failed" /* Status, Requested Operation Failed on the component */ PROC=engine COMP=Bearer yyy-xx-path/ffff/21 Call state is not idle Ensure the call state is idle PROC=engine COMP=Bearer nas-path-xx/1/1 Call state is not idle Ensure the call state is idle ; I am sure there are no calls on any CIC of the gateway. I rebooted the AS Server – that doesn't help.
