i have worked in a similar project before ,it was for bicycle,i can give u real time monitoring for the speed of the horse,also the alarm can be received on many devices such as email,SMS, voice call,.... for the dimensions it will be with the size of match box and can be powered by any USB power bank

I'm very interesting in your project. Because I have ever worked on like this solution. I've ever made data collection system using sim808/weight sensor/velocity sensor/arduino/stm32.
