Design a Website Mockup

I am building an online database to help me with my business. I am trying to design and program it myself, but my skills are not there. I am looking for, at a minimum, somebody with whom I can consult to help me with my syntax so that I can build this. Alternatively, somebody who will help me build the system one form at a time. The end result will be a multi user inventory management system, with each user having their own distinct inventory. Although some of the products may overlap, the serial numbers will not. The end result needs to allow the user to input data into a form, run any of a number of queries to get data out of the database, and be able to generate form letters and emails based on those queries. All of this will be web based. I have limited familiarity with php and mysql and would like to stay in this area, unless there is a good reason to use something else.
