Need a full website with complex database and good design installed on our servers

The project is very simple in appearance as it is only 1 wordpress website, but very complex. We already tried 3 different suppliers without success. The website is dedicated to mail management in Switzerland and is divided in 2 type of services : A / Sending mail online from Switzerland We need to implement one page into our worpdress website that has the functionality to upload image and pdf files, count the number of pages they have and process a calculation to inform the client. B/ Receiving physical mail online in Switzerland We need to implement on the same website a virtual mailbox system for people to have their mailbox address in Switzerland and to be able to receive, scan, forward, shred physical mail.
