Location-based social networking app

I am looking for an individual or team to develop an app for iOS and Android that allows users to connect to other individuals in their geographical [login to view URL] app should make use of the user's location and, upon the user clicking a button, will send a notification to other users within the area. The users receiving the notification should be able to adjust a "distance" parameter to limit the notifications they receive to only those senders that are within a certain distance from themselves. The app will need a database to store user information such as the names and addresses of saved locations, etc. The app should also make use of Google maps to show the user certain destinations on a map. The basic structure of the app is as follows: "A" sends a message to users in the area to meet him/her at "Location XYZ" "B", one of the users in the area, receives the notification along with a map showing "Location XYZ", the time to meet, etc. "B" responds that he/she will attend, causing the notification to be automatically updated to reflect the fact that one person said he/she will attend "A" and every other user who received the notification should be able to immediately see that one person said he/she is attending I can provide more details to anyone interested.
